We offer two ways to get started, depending on how much customization and flexibility you need.
Fully customized manuals built around your preferred policies, processes, and how you intend to run the AMO. Suited to organizations that already know how they want to work and need the manuals to match.
A ready-to-submit startup package that pairs with the PAMS Aircraft Maintenance Software. Faster and more standardized, ideal for people who are starting out from scratch and don't want to waste time stumbling through the regulations.
Opening an Approved Maintenance Organization draws on your maintenance background, but getting to an approved certificate is a separate track. Manual development, formatting, and submission expectations are specialized. They sit alongside—not instead of—the work of maintaining aircraft.
Transport Canada’s review is tied to your operation: your scope of work, how your organization will function day to day, and how your manuals demonstrate that. When the regulator identifies gaps or requests changes, the applicant is still responsible to correct and resubmit. Each cycle takes time, and most of that time is not about “bad work.”
Many applicants first reach for piecemeal answers, late-night drafting, and trial-and-error submissions. That path is understandable when you are building a business at the same time—but it is slow. A clearer route is to treat manuals and the approval cycle as the dedicated project they are, with people who do this work routinely.
Most delays are not caused by bad work — they are caused by guesswork.
PAMS Network works with new AMOs to produce the required manuals, structure them around how you will actually operate, submit to Transport Canada, and carry revisions through to approval. You stay available for decisions that belong to you; we carry the drafting, coordination, and revision workload that otherwise lands on nights and weekends.
Transport Canada does not approve templates — they approve policies for your operation.
Experience here means fewer dead ends and fewer rounds of ‘figure it out yourself.’
We discuss your planned operation and which package fits.
You provide the details we need to build an accurate set of manuals.
You confirm the manuals reflect your operation before we submit.
Transport Canada receives a complete submission prepared for review.
We manage the revision cycle until your manuals are approved.
