AMO Startup Package Options

We offer two ways to get started, depending on how much customization and flexibility you need.

Custom package

Fully customized manuals built around your preferred policies, processes, and how you intend to run the AMO. Suited to organizations that already know how they want to work and need the manuals to match.

  • More flexibility and control over structure and detail
  • Ready to submit: 6 to 7 weeks

PAMS package (ready-to-submit)

A ready-to-submit startup package that pairs with the PAMS Aircraft Maintenance Software. Faster and more standardized, ideal for people who are starting out from scratch and don't want to waste time stumbling through the regulations.

  • Quicker submission time, faster approval
  • Ready to submit: 1 to 2 weeks

Both packages include

  • A functional, easy to understand Maintenance Policy Manual
  • Incorporated by Reference support manuals
  • Submission and Revision support right through to approval
  • Transport Canada approval guaranteed!

Why Starting an AMO Takes So Much Time

Opening an Approved Maintenance Organization draws on your maintenance background, but getting to an approved certificate is a separate track. Manual development, formatting, and submission expectations are specialized. They sit alongside—not instead of—the work of maintaining aircraft.

Transport Canada’s review is tied to your operation: your scope of work, how your organization will function day to day, and how your manuals demonstrate that. When the regulator identifies gaps or requests changes, the applicant is still responsible to correct and resubmit. Each cycle takes time, and most of that time is not about “bad work.”

Many applicants first reach for piecemeal answers, late-night drafting, and trial-and-error submissions. That path is understandable when you are building a business at the same time—but it is slow. A clearer route is to treat manuals and the approval cycle as the dedicated project they are, with people who do this work routinely.

Most delays are not caused by bad work — they are caused by guesswork.

We Handle the Process So You Don’t Have To

PAMS Network works with new AMOs to produce the required manuals, structure them around how you will actually operate, submit to Transport Canada, and carry revisions through to approval. You stay available for decisions that belong to you; we carry the drafting, coordination, and revision workload that otherwise lands on nights and weekends.

  • No guesswork — we know what the approval package needs to demonstrate
  • Built around your operation, not a generic skeleton
  • We handle submissions and manage revisions through the cycle
  • Transport Canada approval guaranteed on the manuals we deliver
  • You stay focused on your customers and building revenue

Transport Canada does not approve templates — they approve policies for your operation.
